Elias Baingana is the Chairman and Co-Founder of EFM Consulting Limited, bringing extensive experience in both the public and private sectors. His expertise spans policy analysis, business planning, fund mobilization, and budgeting.

In the private sector, Elias served as Chief Executive Officer of Macefield Ventures Limited and Chief Operating Officer of Crystal Ventures Limited (CVL) for nine years. During his tenure, he streamlined business operations across the CVL group and secured USD 404 million in funding for the Kigali Infrastructure Project.

In the public sector, Elias held key roles, including Director General of National Budget at the Ministry of Finance and Economic Planning and Manager of Corporate Planning, Research, and Statistical Analysis at the Rwanda Revenue Authority. His achievements include improving budget systems, developing Rwanda’s environment and climate change fund (FONERWA), and leading fiscal decentralization efforts to enhance local governance.

Elias holds an MSc in Finance (Economic Policy) from the School of Oriental and African Studies (SOAS), a Master of International Taxation from the University of Sydney, and a BA in Economics from Makerere University.

Francis Nsengiyumva is the Managing Director and Co-Founder of EFM Consulting Limited and Enabler Limited, with expertise in project management, financial planning, revenue enhancement, business advisory, strategy development, and investment analysis.

He previously served as General Manager of a leading agricultural processing company and Chief Financial Officer (CFO) of SP Aviation Limited. At Crystal Ventures subsidiaries, he held key roles including Commercial Director at NPD Limited and Procurement Manager at Real Contractors Limited.

Francis also spent over a decade at the Ministry of Finance and Economic Planning (MINECOFIN) as Head of the Single Project Implementation Unit (SPIU) and Coordinator of the Technical Secretariat managing UN-funded projects. A trained financial and value-for-money (VfM) auditor, he has ensured government operations meet compliance and efficiency standards.

He has held board positions, including Chairman of Prime Insurance Limited, and served on boards such as Great Lakes Cement (GLC) Limited, Horizon Group, and Cogebanque Plc. Currently, he is the Chairman of the Board for Path to Success International School.

Francis holds an MSc in Finance (Economic Policy) from SOAS and a Bachelor's in Accounting Sciences from the National University of Rwanda.
